4. Affordable: they are within the financial means of the typical community water supplier operating with sound business management practice.
5. Compatible: they are compatible with existing systems and technology found in community water supplies.
6. Proven in Use: they have been demonstrated successfully in real life applications and have been shown to be suitable for the purpose.
